(A) Any person or organization, whether for profit or otherwise, intending to conduct or allow to be conducted a public picnic, public outing, or public entertainment of similar nature in or on lands or buildings within the corporate limits shall obtain a permit from the City Manager.
(B) Written notice of such intention shall be given not less than 24 hours prior to the time when such picnic, outing, or similar entertainment is to be held. This written notice shall request the City Manager to issue a permit allowing such picnic, outing, or similar entertainment.
