(A) No person shall:
(1) Permit motor racing or any outdoor motor event on his property within the city.
(2) Organize, promote, stage or hold an outdoor motor event in the city, whether on public or private property, and whether or not the property is used with permission of the owner.
(3) Engage in motor racing on any property in the city.
(B) For any prohibited motor race or outdoor motor event, each of the parties in division (A) above, may be held responsible and cited separately for each occurrence thereof.
