It shall be unlawful for an exhibitor in any establishment serving alcoholic beverages to permit the playing of a pinball machine or amusement machine by any person under the age of 18, unless accompanied by a parent or guardian. There shall be no age restriction in establishments not serving alcoholic beverages.
