The licenses shall be issued subject to the following regulations:
(A) No organization, not located in the city, shall be granted a license.
(B) Licenses shall be requested in writing at least two weeks previous to the opening of the carnival. Each request shall state the time, date, location, and nature of the proposed carnival.
(C) No more than one aerial or noise bomb shall be discharged in any one day and the time and location of discharge shall be approved by the Chief of Police.
(D) The fee for the license shall be as established by Chapter 156, Comprehensive Fee Schedule. Copies of the Schedule are available for viewing or distribution from the Community Development Department. However, an organization which operates a carnival upon premises owned by the organization, may receive a license without paying the fee, at the discretion of the Chief of Police and City Manager, subject however, to all other provisions of this subchapter.
(E) No more than one carnival shall be staged within the city in any calendar month.
(F) In addition to the fees established in division (D), all applicants for carnival license shall also pay to the city a sum equal to the cost of detailing two special police officers for duty at the carnival during the hours of operation thereof. The special police officers so detailed may be, subject to departmental regulations, any regular member of the Police Department who is off duty or any other special police officers, subject to the approval of the Chief of Police.
