§ 110.21 LICENSE REQUIRED.
   No person or organization shall operate, conduct, sponsor, or otherwise engage in staging a carnival unless and until a license has been obtained. The license shall specify the time, location, arrangement, date, duration, and operation and be issued by the City Manager.
