§ 71.65 EXCESS LOAD MOVING PERMIT.
   (A)   The City Manager may, in his discretion, upon application in writing and good cause being shown therefor, issue a special permit in writing authorizing the applicant to operate or move a vehicle or combination of vehicles of a size or load exceeding the maximum or otherwise not in conformity with the provisions of the traffic code upon any highway. Any such permit may be issued for a single or round trip or in special instances for a certain period of time.
   (B)   The application for any such permit shall be in such form as the City Manager may prescribe.
   (C)   The City Manager is authorized to issue or withhold such permit, at his discretion; or, if such permit is issued, to limit or prescribe conditions of operation of such vehicle or vehicles, and may require such bond or other security as may be deemed necessary to compensate for any damage to any roadway or road structure.
   (D)   Every such permit shall be carried in the vehicle or combination of vehicles to which it refers and shall be open to inspection by any police officer or authorized agent of any authority granting such permit and no person shall violate any of the terms or conditions of such permit.
   (E)   No such permit shall cover more than one vehicle, contrivance, structure, or load, or more than one operation. The grantee of every permit shall upon its issuance pay a fee according to the following schedule:
      (1)   Exceeding width, length or weight as set forth in §§ 71.56, 71.58, 71.59, 71.60, 71.61, and 71.62, but not exceeding ten feet in width, 14 feet in height or 50 feet in length (except in case of trains of three or more units 70 feet) or not exceeding 30 tons combined gross weight of vehicle or vehicle and load, $2.
      (2)   Exceeding ten feet in width, 14 feet in height or 50 feet in length (except in case of trains of three or more units 70 feet) but not exceeding 30 tons combined gross weight of vehicle or vehicle and load, $5.
      (3)   Over 30 tons combined gross weight of vehicle or vehicles and load, $10.
   (F)   If, in the opinion of the Chief of Police, a police escort is necessary for the public safety, a charge equal to the current hourly rate of pay of police officers including benefits per officer assigned, shall be made. Charge for such escort shall be based on an estimate of time required to accomplish the movement.
