The duties of the Beautification and Conservation Commission shall be to:
(A) Review, upon request, sites whose development plans are under consideration by Planning Commission staff and recommend to Planning Commission staff measures to preserve existing vegetation and visual screening.
(B) Review and provide comments on landscape plans for all new commercial and industrial development upon request by Planning Commission staff.
(C) Conduct a tree survey and develop a master tree plan for rights-of-way.
(D) Develop and propose ordinances and standards to encourage, as well as limit, the proper use of trees and shrubs in public rights-of-way and commercia1/industrial development.
(E) Develop programs and continue existing programs that educate and encourage residents and businesses to participate in planting and maintaining vegetation on their private properties and along abutting public rights-of-way.
(F) Develop and implement plans for generating financial and volunteer citizens support.
(G) Work with other community development government services and commissions to use, protect, and manage vegetation to also meet their goals and needs.
