§ 37.21 APPOINTMENT; TERMS.
   Such Commissioners shall be appointed by City Council from the electors of the city to serve terms of three years; however, the first appointments be made as follows: four Commissioners for three years; three Commissioners for two years; and three Commissioners for one year each.
