The Fire Department shall be composed of the career, part-time, volunteer, and/or paid on-call personnel as may be recommended by the City Manager and approved by resolution of the City Council. The City Council may contract with a private fire company to supply volunteer and/or paid on-call personnel, along with specific support services as recommended by the City Manager and approved by resolution of the City Council.
