§ 31.32 HEARINGS ON CONTEMPT CHARGES.
   Upon receipt of the recommendation mentioned in § 31.31, the City Council shall fix a time and place for the consideration of the matter which shall be not less than ten days nor more than 30 days after notice of the hearing date and a copy of the Committee recommendation has been served upon the witness. The hearing shall be open to the public. Such witness may be accompanied by his legal counsel at any such hearing. The purpose of such hearing shall be to determine whether or not such witness shall be punished as for contempt. The hearing may be recessed from time to time. While in session, Council shall vote on the question before it and said decision will be entered upon its journal.
