If any person refuses to respond to a subpoena issued hereunder, or, having responded, refuses to be sworn or to answer any proper question, the Committee by motion shall determine whether to recommend to the City Council that the person be punished as for a contempt as in § 31.99. Any such recommendation shall be in writing, shall specify the acts which form the basis of such recommendation including the exact question or questions which the witness refused to answer and shall be signed by all members of the Committee concurring in such action.
