A Councilman shall forfeit his office if he lacks at any time during his term of office any qualifications for the office prescribed by this Charter; or if he violates any express prohibitions of this Charter; or if he is convicted of a felony; or if he fails to attend three consecutive regular scheduled meetings of Council without being excused by Council.
Council, by ordinance, shall establish the procedure to provide for the enforcement of this Sec. 3.07.
