The Council, in its sound discretion, may either grant or deny an initial, renewal, or transfer application for any license or permit. An opportunity to be heard shall be given to any person prior to the issuance or transfer of any license or permit or renewal of any license or permit if such renewal application is not approved administratively and is referred to the City Council for consideration. No license shall become effective until any required proof of financial security has been approved by the Commissioner of Public Safety and any required approvals by the Division of Alcohol and Gambling Enforcement or other state licensing authority have been received. No applicant has a right to a license or permit under this chapter. Without limiting the discretion of the Council to deny a license application for other reasons, no license or permit shall be issued, transferred or renewed if the results of the investigation of the application show, in the opinion of the Council, that issuance, transfer, or renewal would not be in the public interest. The Council may impose reasonable conditions on any license issued, renewed, or transferred in order to promote the public health, safety, and welfare.
