§ 119.08 APPLICATIONS FOR RENEWAL.
   At least 90 days before a license or permit expires, an application for renewal shall be filed with the City Clerk. Such renewal application may be approved administratively by city staff if there is no change to the ownership of the licensee or permittee and there have been no reported violations of the license or permit or written complaints filed with the city regarding the operation of the premises or business for which the license or permit has been granted in the last year. All other renewal applications shall be brought to the City Council for a hearing. No licensee has a right to have a license renewed.
