§ 119.06 RESTRICTIONS ON ISSUANCE.
   (A)   Each license shall be issued only to the applicant for the premises described in the application.
   (B)   Not more than one license shall be directly or indirectly issued within the city to any one person except as otherwise specifically provided for in the liquor act.
   (C)   No license shall be granted or renewed for operation on any premises on which taxes, assessments, utility charges, service charges, or other financial claims of the city are delinquent and unpaid.
   (D)   No license or permit shall be issued for any place or any business ineligible for a license under state or federal law or the provisions of the City Code.
   (E)   No license, except a temporary license or permit, shall be granted for a premises or location located within 500 feet of any school or church building. The distance is to be measured from the closest side of the church or school to the closest side of the structure or location on the premises where alcoholic beverages are to be sold.
   (F)   No license shall be issued to any person who is under 21 years of age, who is not of good moral character and repute, who is not a citizen of the United States or resident alien, or who has been convicted of a felony or of a willful violation of the laws of the United States, the State of Minnesota, or of any local ordinance with regard to the manufacture, sale, distribution, or possession for sale or distribution of liquor, nor to any person whose license under the liquor act has been revoked for any willful violation of such laws or ordinances.
   (G)   No license or permit shall be issued to any person in connection with the premises of another to whom no license could be issued under the provisions of the liquor act; provided that this subdivision shall not prevent the granting of a license to a proper lessee by reason of the fact that he/she has leased the premises of a minor or a person who has been convicted of a crime other than a violation of the liquor act.
   (H)   No license shall be granted to an individual who, in the judgment of the Council, is not the real party in interest or beneficial owner of the business operated or to be operated under the license.
