§ 119.04 NUMBER OF LICENSES.
   Licenses and permits issued or approved by the city under this chapter may be issued in any number allowed by state statute, except that no more than ten off-sale intoxicating liquor licenses may be issued. The Council is not required to issue the full number of licenses that it is authorized to issue.
