§ 99.12 CRUELTY TO DOGS AND INVESTIGATION.
   For the purposes of discharging the duties imposed by this section and to enforce its provisions, the police of the city are empowered to enter upon the premises upon which a dog is kept or harbored and to demand the exhibition by the owner of the dog. The police may take possession of the dog which is, in his or her opinion, being kept in a cruel or inhumane manner or when it is necessary to impound such dog as herein provided by this chapter.
