Any dog impounded hereunder not being held for suspected disease may be reclaimed by the owner within 72 hours, exclusive of Saturdays, Sundays, or holidays, upon payment by the owner to the City Clerk or City Animal Shelter of the cost to the city of keeping the dog in the City Animal Shelter.
