§ 99.09 IMPOUNDING DOGS.
   (A)   The police, as defined in this chapter, may take up and impound any dog found not to be kept, confined or restrained in the manner required by this section.
   (B)   To enforce this chapter, the police may enter upon the private premises where it appears or where there is reasonable cause to believe that a dog is not being kept, confined, or restrained as herein required.
   (C)   No person shall interfere with, hinder or molest the police or any of their assistants in the performance of their duties hereunder, or attempt to release any animal from the city animal shelter except as herein provided.
   (D)   Any dog so impounded under this section shall be confined in the city animal shelter in a humane manner for a period of not less than 72 hours, exclusive of Saturdays, Sundays and holidays, if not claimed prior thereto by its owner. Police shall make reasonable efforts to identify the owner of the dog and to notify the owner of the impoundment of the dog. Thereafter, the dog shall become the property of the city and may be disposed of in a humane manner or may be sold to or placed in the custody of some other suitable person.
