The City Council may designate such persons as it may deem necessary to aid and assist the police in the performance of their duties with regard to enforcement of this chapter. All police or police officers, as defined in this chapter, shall be deemed to have all police powers necessary to enforce this chapter and to cite owners of dogs for violations of this section in addition to the powers of impounding dogs.
