(A) Adoption of model regulations. The September 5, 1972 Resolutions of the Board of County Commissioners of Washington County, Minnesota, setting forth regulations to prevent, control and eliminate epidemic diseases of shade trees is adopted by reference in its entirety except as hereinafter modified; not less than 3 copies thereof are on file in the office of the City Clerk.
(B) Modifications. Wherever used in the Model Regulations, the words “County” or “County of Washington” shall mean the City of Forest Lake, and the words “County Board” shall mean the City Council of the City of Forest Lake, insofar as may be necessary to effectuate the policy of this section, which is declared to be to cooperate with and participate in the program of the County of Washington to prevent, control, and eliminate epidemic diseases of shade trees.
