§ 96.11 USE OF ROLLER SKATES AND SKATEBOARDS.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ROLLER SKATE. A shoe with wheels attached or a device with wheels which is designed to be attached to a shoe and shall include roller skates, roller blades or roller skis.
      SKATEBOARD. A wheeled self-propelled device designed to transport a rider in a standing position which device is not otherwise secured to a rider’s feet or shoes.
   (B)   Use of skateboards and roller skates on private property. No person shall ride a skateboard or use roller skates on any private property within the city without the prior permission of the owner or occupant of the private property.
   (C)   Use of skateboards and roller skates on public property. No person shall ride a skateboard or use roller skates on any of the following public property situated in the city: City Hall - Library property; Forest Lake Fire Department property; Forest Lake Sr. Center property; Forest Lake Maintenance Building property; Municipal Parking Lot located upon Lots 1 through 11, inclusive, Block 26, Forest Lake; and Lakeside Park.
   (D)   Use in a careless, reckless or negligent manner. No person shall ride a skateboard or use roller skates in the city in any careless, reckless or negligent manner so as to endanger, or be likely to endanger, the safety of any person or property of any other person.
   (E)   Yielding right-of-way. The operator of a skateboard or roller skates emerging from an alley, driveway or building upon approaching a sidewalk or the sidewalk area extending across any alleyway shall yield the right-of-way to all pedestrians approaching the sidewalk or sidewalk area and upon entering the roadway shall yield the right-of-way to all vehicles approaching on the roadway.
   (F)   Attaching skateboard or roller skates to motor vehicle. No person operating a skateboard or roller skates shall attach the same or the person of the operator to any motor vehicle upon a roadway.
   (G)   Violations. Any person who violates any provision of this section shall be guilty of a petty misdemeanor. In addition, any peace officer who observes any person violating any of the provisions of this section is authorized to seize the offender’s skate board or roller skates and to hold the same at the police station. In the event of the seizure, the offender, if an adult, may secure the return of the article seized after 24 hours have elapsed since the seizure. In the case of a minor, the article seized shall be returned only to the parent or guardian of the minor offender after 24 hours have elapsed since the seizure.
