§ 96.025 NOXIOUS WEEDS AND GRASSES.
   (A)   Noxious weeds, tall grasses and other rank growths are hereby declared to be a public nuisance and include the following:
      (1)   Noxious weeds such as cocklebur, burdock, tumble mustard, wild mustard, wild oats, Canadian thistle, Russian thistle, oxeye daisy, quack grass, French weed and any other primary noxious weeds as defined by state statute.
      (2)   Grass which has grown to a height of 8 or more inches or which has gone to seed.
   (B)   A person owning or occupying land, or a person responsible for the maintenance of public land shall destroy all noxious weeds on the land at a time and in a manner ordered by the city weed inspector.
   (C)   Subject to division (D) below, in all zoning districts, except the Conservancy, Agricultural and Rural Residential Districts, and except in designated wetlands or wetland buffer areas, bluff lands, slopes of 3 feet horizontal to 1 foot vertical or greater, drainage ways, undeveloped land with an area of 5 or more acres, public open spaces, nature preserves, road rights-of-way without curb and gutter, densely wooded areas, golf courses and gardens, a person owning or occupying land shall not permit or allow grass which has grown to a height of 8 or more inches or which has gone to seed.
   (D)   A person owning or occupying a platted lot of .5 acres or less within the Rural Residential District shall be subject to the lawn maintenance regulations described in division (C) above.
