The Parks, Trails, and Lakes Commisssion of the city shall have the authority to determine, from time to time, the areas of any city public park and public grounds in which other activities and conduct not amenable to efficient operation of the park or public grounds shall be prohibited and shall post appropriate signs to notify persons thereof.
