Domestic animals under physical restraint are allowed in all city public parks unless otherwise posted. No person shall allow any domestic animal, including dogs and cats, to go unattended and without physical restraint in any city public park or on public grounds except Bixby Park. Domestic animals under voice command or signal are allowed in Bixby Park without physical restraint. Any person violating this subdivision shall be guilty of a petty misdemeanor.
