(A) No person shall start or accelerate any motor vehicle with an unnecessary exhibition of speed on any public or private roadway or parking lot within the city limits. Prima facie evidence of the unnecessary exhibition of speed shall be unreasonable squealing or screeching sounds emitted by the tires or the throwing of sand or gravel by the tires of the vehicle or both.
(B) Any person violating any provision of this section shall be guilty of a misdemeanor and, upon conviction thereof, shall be punished according to law.
