The owner of each house, building, or property used for human occupancy, employment, recreation or other purpose, situated within the city and abutting on any street, alley, or right-of-way is required, at his or her expense, to install suitable toilet facilities therein and to connect the facilities directly with the proper sewer system in accordance with the provisions of the laws of the city within 90 days after official notice to do so.
