The Human Rights Commission shall have the following powers and duties:
(A) To generally advise the Council regarding civil rights and human rights issues and policies;
(B) To advise and aid the City Council on matters concerning the Minnesota Human Rights Act;
(C) To cooperate with other groups and governmental agencies concerned with human rights;
(D) To develop and implement, in cooperation with the Minnesota Department of Human Rights, programs of formal and informal education on diverse values and cultures, and conflict resolution;
(E) To provide support and information services to persons in matters of discrimination and intolerance;
(F) To develop a community response plan to address problems arising from discrimination or intolerance;
(G) To attempt to conciliate, within its authority, all grievances involving discrimination or intolerance;
(H) To perform such other functions concerning human rights as the City Council may from time to time direct.
