At the first regular meeting in February, the Commission shall elect a Chairperson, a Vice-Chairperson and Secretary from among its appointed members for a term of 1 year; and the Commission may create and fill such other offices as it may determine. The Commission shall hold at least 1 regular meeting each month at such time and place as it may fix by resolution. A majority of the Commission shall constitute a quorum. It shall adopt rules and procedures for the transaction of its business and shall record its findings in official minutes, which record shall be a public record. On or before January 1 of each year, the Commission shall submit to the City Council a report of its work during the preceding year.
