No applicant for examination, appointment or promotion in the Police Department shall offer, give or promise any money, service or other thing to any person in connection with the proposed appointment or promotion. Any person violating the provisions of this subchapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be punished as set forth in § 10.99; and if such person is an employee of any service under this subchapter, he or she shall be subject to suspension and removal as above provided.
