§ 31.04 COMPENSATION.
   The Council shall pay from the City Treasury all necessary expenses incurred by the Commission in the performance of its duties. Each Commissioner shall serve without pay, but the Council may allow the Secretary such compensation as it deems proper for the additional service rendered by him or her in that office, not exceeding $100 per year.
