§ 151.31  ILLUMINATION; ELECTRICAL WIRING; FLASHING LIGHTS.
   (A)   No sign shall be illuminated by other than electrical devices and wiring shall be installed in accordance with the requirements of the National Electrical Code.  In no case shall any open spark or flame be used for display purposes unless specifically approved by the Building Official.
   (B)   Signs coming within the operation of this chapter may have exterior illumination or internal illumination.  Where internal illumination is used, the affective intensity of same shall not exceed 15 watts per square foot.
   (C)   There shall be no flashing lights on any sign. For the purpose of this section, FLASHING LIGHTS shall mean lights that either go on and off or which increase and decrease in intensity at regular or irregular intervals.
