§ 71.27  SMOKE EMISSION OR OTHER NUISANCE.
   Every vehicle, when on a highway or on a highway right-of-way, shall be so equipped as to make a  minimum of noise; smoke; gasoline, oil or other fluid emission; or other nuisance in order to protect the rights of other traffic and to promote the public safety.
