Before circulating a nomination petition, the candidate must file a prospective petition (SEI 120), with the required proposed signature sheet (SEI 121), and the statement one or more circulators will or will not be paid (SEL 300) (O.R.S. 249.020), with the City Recorder no earlier than 120 days and no later than 70 days before the election pursuant to § 30.17.
