(A) For notices required by the code:
(1) Except when this code provides a specific procedure for giving notice, whenever oral or written notice is required by this code, the notice may be given either by personal delivery to the person to be notified or by deposit in an official mailbox in a sealed, postage-prepaid envelope, addressed to the last known business or residence address of the person to be notified. The time when the notice is deposited in a mailbox is considered the time when the notice is given.
(2) Proof of giving notice may be made by the certificate of any officer or employee of the city or by affidavit of any person 18 years of age or older.

(B) For the service of uniform violation citation or complaint:
(1) Except when this code provides a specific procedure for serving a citation or complaint, service may be made by delivering the citation or complaint by personal service or certified mail, return receipt requested, to the person to be served. The Enforcement Officer shall prepare a declaration as to the method and timing of service. Service shall be considered complete upon such mailing or personal service.
(2) Substitute service may be made by delivering a copy of the citation or complaint to the person’s dwelling, usual place of abode or office to any person at such location who can sufficiently prove their age to be 18 years of age or older. If substitute service is used, a true copy of the citation or complaint must be mailed to the person by certified mail, return receipt requested, and a declaration prepared by the Enforcement Officer as to the method and timing of service.
(3) No default shall be entered against any person served by mail without proof the person had notice of the citation or complaint either by return receipt confirming delivery or rejection of the citation or complaint.
