§ 70.18 DIRECTION OF TRAFFIC.
   No person other than Enforcement Officers may direct the movement of traffic, except:
   (A)   At the direction of an Enforcement Officer; or
   (B)   In an emergency and only until an Enforcement Officer arrives at the scene.
