It is determined by the Village Council of the Village of Forest, Ohio that it is in the interest of the public health, public safety, and general welfare of the Village to regulate the location and use of buildings, structures, and land for business and industry, for residential development and housing or other purposes, to divide the Village into such Zoning Districts as are deemed best suited for said purposes; to provide a method of administration and enforcement; and to prescribe penalties for violation of the provisions thereof.
