(a) Whereas, it is necessary to establish rules and regulations governing the park of the Village of Forest, Council hereby endorses the following:
(1) No one will be allowed in the park between the hours of 10:00 p.m. and 8:00 a.m. unless they are participating in an activity approved by the Recreation Board or its designated agent. Exception being between May 15 of the year and September of the same year, closing will be 11:00 p.m.
(2) Speed limits in the Park will be ten miles per hour (10 mph) unless otherwise posted.
(3) No unauthorized motor vehicles will be permitted in restricted areas.
(4) No alcoholic beverages, hallucinogens, barbiturates, amphetamines, marijuana, or other harmful intoxicants will be permitted in the Park.
(5) No littering, vandalism, or defacing of property.
(6) No harassment, disorderly conduct or abusive language will be permitted in the Park.
(7) No firearms, BB guns, air guns slingshots, knives or other such devices will be allowed in the Park.
(b) These rules and regulations will protect the welfare of the general public.
(c) These rules and regulations have been set forth by the Recreation Board in accordance with their authority over the Park.
