Each householder or commercial establishment shall pay the charges aforesaid in the same manner and at the same time and place as water and sewer charges are paid and the said charges will be billed to said householder or commercial establishment upon the same bill as water and sewer charges, or in case of a householder or commercial establishment not receiving a water and sewer bill, said charges will be billed separately. A householder or commercial establishment not receiving a water and sewer bill shall pay a fifteen dollar ($15.00) deposit to the Village prior to the first collection of garbage or rubbish from the premises occupied by that householder or commercial establishment. The deposit shall be refunded to the householder or commercial establishment at the time collection services are discontinued if all charges for garbage and rubbish collection have been paid in full. If, at the time collection services are discontinued, said charges have not been paid in full, the deposit, or part thereof, may be applied to pay same.
