No person, firm, or corporation shall engage in or carry on the business of collecting, hauling, and disposing of garbage or rubbish within the Village of Forest, Ohio, and no garbage or rubbish shall be hauled over or transported through the streets of the Village except in a truck or other vehicle, the design of which has been approved by the Village Administrator.
