The Village Administrator, for the purpose of collecting and disposing of garbage and rubbish, is hereby authorized and directed to make rules and regulations and prescribe standards consistent with the provisions of this chapter as are necessary and convenient, including the division of the Village into collection districts, which shall be published from time to time by posting same in the same manner as Ordinances may be posted.
No person shall violate or fail to conform to any rule, regulation, or standard made by the Village Administrator and published as above provided.
