(a) The Police Department of the Village of Forest is hereby authorized to provide police protection to any county, municipal corporation, township, or other political subdivision of the State without a contract to provide police protection upon request of the political subdivision and upon authorization of the Chief of Police of the Village of Forest, who is hereby designated to be the officer authorized grant said such a request.
(b) The Chief of Police of the Village of Forest shall establish rules and regulations specifying when the Police Department will respond to a political subdivision's request for police protection outside the corporate limits of the Village of Forest and shall provide a copy of same to any political subdivision who may, from time to time, request police protection from the Village of Forest.
(c) Police personnel responding to such a request upon proper authorization shall be considered to be acting within the scope of his/her employment and shall be afforded all of the benefits of employment as if he/she were acting within the corporate limits of the Village of Forest.
