No householder or owner of a commercial establishment shall fail to provide a substantial and suitable receptacle or receptacles for rubbish, which shall be collected and disposed of by the garbage collector at the same times as garbage is collected. Rubbish containers shall be kept in the same location upon the premises as garbage containers and shall be so constructed as to prevent its contents from being scattered by wind or other agency, easily susceptible to fire or to spilling or dropping its contents when moved. Rubbish and garbage shall not be placed in the same container. Tires which cannot be placed in the receptacle or receptacles provided for rubbish shall be neatly stacked or arranged next to said receptacle or receptacles.
