(a) No householder or the owner of a commercial establishment in or upon premises within the Village of Forest where garbage is created or allowed to be shall fail to procure and keep available for the exclusive use of such premises, or the part thereof occupied by the householder or commercial establishment, a metal garbage can or cans of not less than ten (10) gallons nor more than thirty (30) gallons capacity, with handles, airtight and watertight, to hold all the garbage created or accumulated thereon for a period of one week between garbage collections and pending its removal by the garbage collector. Such can or cans shall be placed at ground level in a place upon the premises to be designated by the regulations of the Village Administrator for collection by the garbage collector. All garbage created or accumulated upon a premises shall be placed in such can or cans.
(b) No person shall remove any garbage from any premises occupied by a householder or commercial establishment except the garbage collector.
