951.01 DEFINITIONS.
   For purposes of this chapter, the following definitions shall apply:
   (a)    “Garbage” includes all putrescible waste except sewage and body waste and except the carcasses of dead animals, and shall include all such substances from all public and private establishments and from all residences within the Village of Forest.
   (b)    “Rubbish” means ashes, bottles, broken glass, crockery, tin cans, cast iron, paper, tires, and other discarded non-putrescible matter, excepting earth, sand, brick, stone, plaster, or wood accumulating as a result of building operations.
   (c)    “Appliance or other noncompactable item” means a water heater, refrigerator, freezer, stove, washer, dryer, or other machine designed for household use, a television, or any other item, whether mechanical or not, which cannot be crushed.
   (d)    “Village” means the Village of Forest, Ohio.
   (e)    “Householder” mean the head of a family or one maintaining his or her separate living room or quarters on premises and shall include owners, tenants, and occupants of all premises upon which garbage or rubbish or both is created.
   (f)    “Premises” means land or buildings or both, or parts of either or both, occupied by one householder or commercial establishment.
   (g)    “Commercial establishment” means any premises or institution, public or private, charitable or non-charitable, other than the premises of a householder, upon which garbage or rubbish or both is created.
   (h)    “Owner of a commercial establishment” means the owner of a commercial establishment, the manager, or the person in charge thereof.
   (i)    “Garbage collector” means the Village of Forest, Ohio, and each and every one of its duly authorized agents, servants, or employees connected with the collection and disposal of garbage, rubbish, and appliances or other noncompactable items.
   (j)    “Collecting agent” means each and every employee of the Village of Forest, Ohio, charged with the duty of collecting or receiving fees or both for collecting and disposing of garbage, rubbish, or appliances or other noncompactable items by said Village.
