(a) Sewer rates within the Village of Forest shall be:

(b) The sewer minimum usage base rate shall increase by $1.00 each in each of the years, 2013 ($21.65), 2014 ($22.65) and 2015 ($23.65). There shall be an accompanying increase to the usage rate of .25 cents per one thousand (1,000) gallons of sewer units used per individual unit customer in each of the years 2013, 2014 and 2015.
(c) Council shall be permitted to assess any additional increase only one time in each calendar year and in no calendar year may the assessment of any additional increase exceed three percent (3%) of the current, effective rate in place at the time of the review of established water and/or sewer utility rate(s). (d) Sewer rates outside the Village corporation limits shall be the same as those inside the Village corporation limits plus a thirty percent (30%) surcharge.
