(a) Effective with the January 1, 2016 billing, water rates within the Village of Forest shall be:

(b) Water rates outside the Village corporation limits shall be the same as those inside the Village corporation limits plus a thirty percent (30%) surcharge.
(c) (1) A water consumer whose monthly water/sewer bill is unusually high due to a water line break or leak or similar cause may apply to the Village Administrator for an adjustment if all of the following criteria are met:
A. The volume of water consumed during the month is more than twice the average volume consumed over the preceding twelve months (hereinafter “average monthly usage”); and
B. Total consumption for the month is in excess of 25,000 gallons; and
C. The excess consumption was not due to an act of the consumer, intentional, negligent or otherwise. Adjustments shall not be made due to a consumer’s use of water for recreational purposes, including water consumed to fill a swimming pool.
(2) Requests for adjustments shall be considered on a case-by-case basis.
(3) If the Village Administrator determines that the consumer qualifies for an adjustment, the Administrator may then reduce the charge on water consumed in excess of the average monthly usage to the rate charged consumers for use in excess of 100,000 gallons per month. The consumer’s sewer bill for the same month shall be based on average monthly usage.
