(a) The Mayor of the Village of Forest is hereby authorized to determine, at any time and from time to time, whether a water shortage exists within the Village or whether the risk of such a shortage is so imminent as to require the immediate conservation of water to prevent same. Upon making either of the above determinations, the Mayor may restrict the use of water to such purposes, and to such portions of each day or other periods of time, as the Mayor reasonably deems necessary. The Mayor shall give public notice of any restrictions on the use of water which are imposed in accordance with this chapter by posting notice of same in the Village, by notifying area newspapers and radio stations, and by any other means he may find practicable. Upon termination of restrictions on the use of water, the Mayor shall give public notice thereof as aforesaid.
(b) After the Mayor has restricted the use of water in accordance with this section and given public notice thereof, no person shall use, or allow to be used on any premises in his possession or under his control, any water furnished by the Village for a purpose or at a time which is prohibited by said restrictions.
