      (1)   “Tamper” means to interfere with, damage, or by-pass a water meter, conduit, or attachment with the intent to impede the correct registration of a meter or the proper functions of a conduit or attachment so as to reduce the amount of water that is registered on said meter.
      (2)   “Reconnect” means to open, adjust, or interfere with a valve, curbstop, stopcock, meter, or attachment of the Village of Forest Water Department so as to use service that has been discontinued by the Village Water Department.

      (1)   Tamper with a water meter, conduit, or attachment of the Village Water Department.
      (2)   Reconnect a water meter, conduit, or attachment of the Village Water Department that has been disconnected by the Village.
      (3)   Maliciously open, close, adjust, or interfere with a fire hydrant, valve, regulator, curbstop, stopcock, meter or other regulator, operating or measuring device, or appliance in or attached to the wells, tanks, reservoirs, conduits, mains, service pipes, or apparatus of the Village Water Department with intent to cause the escape of water or to injure or destroy such property. No person shall tap, sever, open or make unauthorized connections with a main or pipe used or intended for the transmission of water.
