It shall be the responsibility of the Village Tree Commission to develop, update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. The written plan shall define those species of trees which may be planted, classify the species by size, provide for the spacing of trees to be planted, and the distance trees may be planted from curbs or curblines, sidewalks, street corners, fireplugs, overhead utility wires, or underground water lines, sewer lines or distribution lines. Such plan will be presented annually to the Village Council and, upon its acceptance and approval by the Council, shall constitute the official comprehensive Village tree plan. The Commission, when requested by the Village Council, shall consider, investigate, make findings, report, and recommend upon any special matter or question coming within the scope of its work.
